Dear Council Members,
My name is John Hill, and I am treasure rand secretary of Fisher-Hill Family
Farms, an Indiana based farming corporation. I am writing as a resident
of Pittsboro and a member of the family owning approximately 156 acres
at 1101 E. Wall Street. Our family has been a member of the Pittsboro community
going back generations and has demonstrated a vested interest in the Town’s
vitality, health and growth.
Similar to our neighbor to the West who sold their farmland for the construction
of Deer Meadows in the 1980s, and more recently our neighbor to the East
whose farmland is currently being developed for a residential neighborhood,
our family also holds land assets and with that the right and opportunity
to sell our land and contribute to the community by following Pittsboro’s
defined highest and best use of the land. Our family takes very seriously
the unique position we (and other land owners) have in supporting growth
and improvement for Pittsboro.
With this in mind, we have been working with Arbor Homes toward planning
of a neighborhood which brings to Pittsboro an attractive selection of
homes ranging from $300,000 (Arbor) to over $350,000 (Silverthorne). These
price ranges are in excess of home prices in Jefferson Parke and also Deer
Meadows, where the average list price of the last two years is $272,670
and the median is $256,150. The development being planned for our family’s
land also includes sidewalks, trails, a playground, pickleball courts,
upgraded landscaping and a generous area of land for a nature preserve.
Our family has worked to collaborate with Arbor, and Arbor has invested
significantly in working with neighbor area residents, to assure that this
development, newer as compared to Deer Meadows or Jefferson Parke, provides
Pittsboro incremental benefits and a much improved Quality of Place.
Throughout planning, Fisher-Hill Family Farms and Arbor have paid heed to the comprehensive plan and also established ordinances and requirements. In almost every instance, the project we are proposing is significantly more contributive than current requirements or what has been approved for existing and recently constructed neighborhoods. We are proposing to make a positive difference for Pittsboro with a well-planned, inclusive development that also preserves natural spaces. To my knowledge there is no other plan being offered to Pittsboro which proposes this generous array of unique and valuable gains for the community.
As a town, Pittsboro has wisely invested in utilities and planning to attract
job opportunities (light industrial and professional) in areas along the
Interstate. Development of our farmland can support Pittsboro’s goals by
providing newcomers with a terrific place to live. Rooftops and jobs bring
commercial, and growth in commercial will increase offerings of goods and
services for Pittsboro residents. Every sector works with every other sector
for sustained and vibrant communities.
We are hopeful that the Town Council will grant a continuance and allow
these dedicated teams a bit more time to continue working together ~ for
the best interests of Pittsboro.

Arbor Homes is planning on building 370 homes west of Jefferson Park on Wall street. This will be a combination of 120 duplexes and 250 single family homes. This link is their proposed ordinance, the plat map is exhibit B.
